To turn off the Surcharge, click on View, then Program Maintenance Options, then the rounding/surcharge tab, then set the percentage to zero and reset how you want it calculated.
UpdtInvn.exe
The latest AMSOIL price lists and Warehouse freight/ Dealer discount
schedules in one file. This download is intended for those who
must download a price list on one computer and transfer it to a computer
running AMSWin that is not connected to the internet. If your
AMSWin computer has an internet connection, you don't need to download
this file. Simply go to the
Inventory menu and choose Query/Update Inventory Database and then
Import Inventory List. The needed files will be automatically
downloaded for you.

mdac_typ.exe version 2.0
This is a patch distributed by Microsoft which will add all data
access files required to connect to MS Access databases. If you
receive the error "Error 3633 Can't load DLL: MSJTER35.DLL" or
something similar, running this patch will solve your problem.

Custom Transfer Prices Utility
This utility will allow you to export your prices to a file so others
can import them. If you plan to exchange prices with someone, both
of you need this utility. The person with the master list will
export prices to a file, and the person who wants to use the list will
import the prices from the file into their AMSWin database. This
utility also will allow you to import the standard price list while
excluding one or more fields (such as the description field).

CleanSN
This utility will allow you to delete any product code from your
inventory list if you have never ordered it, never sold it and it's
quantity in stock is currently set to zero. This will eliminate
any obsolete products such as Hastings and Bosch as well as any current,
purchasable products that you have never carried in inventory.
Once you run this utility to clean out your product list, you will want
to run your price update to add back in any products that AMSOIL offers
for sale, but that you have never carried in inventory.

Install AMSWin 1.3.5
This is provided to download AMSWin 1.3.5 for installation. After this is installed, then run the upgrade to 1.3.11. It is recommended to right click on the "Install AMSWin 1.3.5" link below and save to your local hard drive. Be certain you remember where you saved it, because then you need to find it and double click on the install. The file name on your hard drive will be amswin_install135.msi.

Install AMSWin 1.3.11
This is provided to download AMSWin 1.3.11 for install rather than upgrade. It is recommended to right click on the "Install AMSWin 1.3.11" link below and save to your local hard drive. Be certain you remember where you saved it, because then you need to find it and double click on the install. The file name on your hard drive will be amswin_install1311.msi. New installs will also require mdac_typ.exe version 2.0 and AMSCrRpt.exe (see above).
If you have AMSWin installed already then uninstall it before running this install.
